Manoucher Mottaki.doc

The following are excerpts from an interview with Iranian Foreign Minister Manouchehr Mottaki, which aired on Channel 2 on December 23, 2009.

Manouchehr Mottaki: With regard to ensuring the fuel supply that we need As I said, when I was in Beirut, if the Western countries do not operate within the framework presented, it is possible and preferable for the Islamic Republic of Iran to enrich [uranium] to 20% on its own. Fortunately, our researchers, our experts, and our technological forces have these capabilities and can take this path.

Interviewer: The Turks have also offered for [the uranium] swap to be on their soil. Is this acceptable to us?

Manouchehr Mottaki: We have no problem with it being Turkey or any other country. For example, we could transfer 400 kilos of 3.5% [enriched] uranium to Turkey. But if this is on the basis of cooperation, it has to be mutual. The issue that we have accepted, and view as something that can be discussed and examined, is the issue of the [uranium] swap. [The West] should increase its credibility. Building confidence and credibility is not a one-way street. The other side has to show its credibility...

Interviewer: Our last offer was [to conduct the swap] on the Island of Kish, right?

Manouchehr Mottaki: Yes.
